Assistant Village Manager

Job Summary
This position will direct the Village’s human resources programs including policy development and implementation, initial recruitment and selection, compensation, employee benefits, labor relations, worker’s compensation, and employee safety. This position will also complete special projects for the Village Manager’s office and manage Village communications. This person will serve under the general administrative direction of the Village Manager, and function as a key member of the Village management team.

Essential Duties and Responsibilities
This list of duties and responsibilities is not all inclusive and may be expanded to include other duties and responsibilities, as management may deem necessary.

Human Resources Coordinator Duties:
• Management of the Village’s human resource needs, prepare EEO and other reports, coordinate Village-wide employee training and development.
• Develop and implement personnel policies; train and advise management on policies and policy interpretation; ensure compliance with applicable state and federal employment rules and regulations; investigate complaints relative to Village policies on discrimination, conflict of interest, harassment, etc.; prepare formal recommendations for the Village Manager and/or Department Managers on employee matters.
• Working closely with Department Managers, direct the initial recruitment and selection process including posting and advertising vacancies, test selection and administration, initial screening of candidates and overview of the interview process; oversee maintenance of vacancy files and applicant tracking; manage the pre-employment screening process and new employee orientation.
• Assist labor and employee relations programs; assist outside legal counsel with contract negotiations; advise Department Managers on contract interpretation; administer all union contracts; advise management on employee discipline matters and response to grievances; work with outside legal counsel on grievance arbitration; advise Department Managers on other employee matters relating to work performance.
• Administer compensation programs to employees; conduct salary surveys, prepare compensation reports and make recommendations for salary adjustments; coordinate the salary appraisal process; create and update job descriptions and conduct classification studies as needed.
• Administer all employee benefits programs (health, dental, vision, life, disability, retirement) including overseeing enrollment, reporting, record keeping, and preparation for monthly billing reports; serve as primary liaison to the Employee Assistance Program provider. Manage the insurance broker contract.
• Oversee the worker’s compensation and FMLA programs including claims reporting and investigation, claims processing, record keeping, loss control and alternative work assignments for return to work; administer the Village’s Safety Compliance programs.
• Manage wellness program; coordinate annual wellness screening; develop and manage incentives and events.

Assistant Village Manager Duties:
• Coordinate the activities of the Village Manager’s Office with departments and outside agencies, particularly as it relates to communication within the Village’s organization and community; draft and compose correspondence for the Village Manager and the Village Board.
• Perform special projects for the Village Manager and members of the management team; develop collaborative relationships with community leaders, elected officials, residents and coworkers; serve on committees as requested; serve as Acting Village Manager in the absence of the Village Manager.
• Conduct complex and sensitive administrative, operational, and management analysis, studies, and research projects including those involving Village-wide issues, programs, policies, and procedures; select, adapt, and apply appropriate research and statistical techniques; gather and analyze data and information from various sources on a variety of specialized topics.
• Coordinate and further develop the annual reporting program for department heads and boards, committees, and commissions.
• Manage Village communications including weekly e-mail newsletter, website, social media platforms, information boards, quarterly mailed newsletters, and press releases; research and recommend best practices for improving external communications and operational transparency.
• Manage the Information Technology maintenance services contract. Communicate with departments on initiatives needing to be completed and the IT vendor. Administer with the IT vendor the annual computer and printer replacement program as well as future IT capital items.
• Manage the following miscellaneous Village contracts: Shorewood Today magazine production and printing services, Fourth of July coordination services, and Atwater Beach lifeguard services.

Additional Duties and Responsibilities as Assigned:
• Provide staff support for the Conservation Committee, Parks and Public Spaces Committee, and Public Art Committee..
• Serve as the Village’s representative to Regional City/Village Management and/or Human Resources Organizations as may be assigned.
• Assists the Village Manager and Village Clerk in preparation of agendas and related documents.
• Other duties as assigned.
Supervision Received and/or Exercised:
• Reports to the Village Manager.
• Supervises the Administrative Payroll Specialist.

Education and/or Experience
• Equivalent to a Bachelor’s Degree in public administration, business administration or human resources management. Master’s Degree preferred.
• At least five (5) years of municipal management experience, preferably in local government. Master’s Degree in public or business administration may substitute for one year of experience. Or any equivalent combination of education, experience and training that provides required knowledge, skills, and abilities.

Language Skills
• Ability to negotiate with a variety of people with differing interests.
• Ability to relate to and communicate effectively with others.
• Ability to establish good working relationships with all levels of staff and citizenry, and provide facilitation skills in sensitive, emotional, or hostile situations.
• Ability to effectively communicate and promote both verbally and in writing. Well-developed communication skills to gain the trust and cooperation of others when it may be difficult to achieve, and ability to communicate technical concepts and abstract ideas.
• Ability to gather, analyze, interpret, and present data in clear and concise reports and make recommendations.
• Ability to research and write federal and state grants.
• Knowledge of methods of research, program analysis and report preparation.

Mathematical Skills
• Ability to calculate percentages, fractions, decimals, volumes, ratios, present values, and spatial relationships. Ability to interpret basis descriptive statistical reports.

Reasoning Ability
• Ability to exercise the judgment, decisiveness and creativity required in situations involving the evaluation of information against sensory and/or judgmental criteria.
• Ability to work well under pressure and handle stressful situations, to organize work and set priorities, managing time and resources to meet deadlines and changing demands within the entire operation of administrative services, perform duties with a minimum of supervision.

Other Qualifications
• Thorough knowledge of Microsoft Office software and their applications.
• Broad understanding of computer technology and software as well as social media outlets.
• Ability to effectively meet and communicate with the public constructively.
• Ability to maintain confidentiality or sensitive information.
• Have, or have the ability to obtain, a valid Wisconsin Driver’s License.
• Knowledge of municipal organizations, their services and operations.
• Knowledge of the principles and practices of public personnel administration including recruitment and selection, test development, classification and compensation, benefits administration, civil service systems, pertinent local, state, and federal laws, employment development and workplace safety.
• Ability to organize and prioritize a large number of projects at one time.
• Ability to work independently and in a team environment.
• Knowledge of organizational development and customer service principles, including continuous quality improvement.
