Job Overview
The Assistant City Manager serves as a key executive leader supporting the City Manager in the comprehensive oversight of municipal operations, strategic planning, and organizational management. This position requires a dynamic professional who can effectively coordinate interdepartmental communications, provide strategic guidance to Department Directors, and ensure seamless implementation of city policies, programs, goals, and initiatives.

Essential Duties and Responsibilities
NOTE: Employee may be required to respond to a disaster, either natural or man-made, to serve the citizens of Statesville and meet the needs of the organization, which may result in the assignment of other duties and take precedence over duties described in this job description. This job description is not intended to be all-inclusive.

Strategic Leadership and Operations
-Serve as primary liaison between the City Manager and department heads, facilitating effective communication regarding executive directives, City Council actions, and municipal initiatives.
-Provide consultative support and strategic advice to department heads on administrative, operational, and personnel matters to optimize organizational performance.
-Exercise direct oversight of Recreation & Parks (which includes the Civic Center and the NC Main Street program), Airport Operations, Planning Department and Information Technology, ensuring effective operations within budget parameters, strategic goals, and quality standards.
-Act as a strategic liaison between the City and the Statesville Housing Authority, Convention and Visitor’s Bureau, and local non-profit organizations.
-Lead cross-functional teams and provide executive guidance for various departments and special projects as delegated by the City Manager.

Community Relations and Public Service
-Manage public inquiries, concerns, and feedback with professionalism and timeliness, ensuring appropriate resolution and follow-up
-Represent the city at community meetings, public forums, and stakeholder events
-Foster positive relationships with community organizations, business leaders, and civic groups
-Support public information initiatives and transparency efforts

Financial and Policy Development
-Actively participate as a key member of the city's budget development team, providing analytical input and recommendations for annual budget planning.
-Contribute to policy development initiatives, conduct research, and prepare comprehensive background materials for decision-making processes.
-Present findings, recommendations, and reports to the City Manager, City Council, Department Directors, and community stakeholders.
-Monitor and evaluate program effectiveness and recommend improvements.

Organizational Management
-Facilitate executive-level meetings and ensure effective information flows throughout the organization.
-Participate in staff performance evaluations and provide recommendations for professional development or corrective action.
-Support strategic planning processes and organizational development initiatives.
-Execute special assignments and projects as directed by the City Manager.
-Perform other duties as assigned.

Minimum Education and/or Experience
-Bachelor’s degree in public administration, Business Administration, Urban Planning, or related field.
-Five (5) years of progressive supervisory and managerial experience, preferably in municipal government or related public sector environment

Special Requirements
-Possession of a valid North Carolina driver’s license, or any valid driver’s license with ability to obtain a North Carolina driver’s license within 60 days of establishing a permanent residence in North Carolina.

Knowledge, Skills, and Abilities
-Comprehensive understanding of public administration principles, practices, and municipal government operations
-Thorough knowledge of federal, state, and local laws, ordinances, and regulations governing municipal operations
-Strong foundation in public finance administration, budgeting processes, and fiscal management
-Proficiency in project management methodologies and performance measurement systems.
-Exceptional analytical and problem-solving capabilities with ability to evaluate complex administrative challenges and develop innovative solutions.
-Outstanding written and verbal communication skills, including public speaking and presentation abilities.
-Strong leadership presence with proven ability to motivate teams and drive results.
-Advanced interpersonal skills with demonstrated success in building collaborative relationships across diverse stakeholder groups.
-Strategic thinking capabilities with ability to balance short-term operational needs with long-term organizational objectives.

Job Related Physical Requirements
This position involves light work requiring the exertion of 20 pounds of force occasionally, up to 10 pounds of force frequently, and a negligible amount of force constantly to move objects. Physical activity related to this position may require the use of fingers and hands, climbing, balancing, stooping, kneeling, crouching, reaching, standing, walking, pushing, pulling, lifting, grasping, and repetitive motions; vocal communication is required to express thoughts and exchange information; hearing is required to respond to spoken words, to receive and understand information, and/or to make fine distinctions in sound; visual acuity is required for preparing and analyzing written or computer data, operation of equipment, determining the accuracy and thoroughness of work, and observing general surroundings and activities.

Working Conditions
The employee is not subject to adverse environmental conditions. This employee may be required to work nights and weekends.
