ECONOMIC DEVELOPMENT MANAGER
SALARY RANGE $107,931 - $124,221 ANNUALLY
The Economic Development Manager will coordinate and manage economic development for the City of Bartlett. The incumbent reports directly to the Director of Planning & Economic Development and keeps open direct communication with the Planning Director. Under the guidance of the Planning Director, the EDM researches and develops long and short-term objectives, goals, and plans for the city. The applicant should have the skill level to work independently and be a self-starter.
Essential Job Functions:
• Establishes, develops, and maintains effective working relationships with department staff, municipal employees, local business owners, and the general public.
• Establishes, develops, and maintains effective working relationships with the Tennessee Department of Economic Development, the Bartlett Chamber of Commerce, the Greater Memphis Chamber of Commerce, Mid
South Development Districts, as well as other public and/or private agencies.
• Coordinate and manage community growth projects in collaboration with planning staff and project developers to ensure timely execution.
• Coordinates and manages Tax Increment Financing (TIF) and Payment in lieu of Tax (PILOT) applications.
• Coordinate, respond, and complete Request for Information (RFI) questionnaires.
• Generates Requests for Qualifications or Quote (RFQ), and Request for Proposal (RFP).
• Serve as the liaison between the City of Bartlett and commercial/industrial clients, fostering relationships and supporting business needs.
• Connect prospective commercial and industrial clients with necessary support systems, including funding sources, construction assistance, marketing resources, and other related needs.
• Monitor project progress and report on development until completion.
• Evaluate projects for eligibility for grant funding based on established criteria and regulations.
• Complete and manage grant applications and documentation, ensuring compliance with all requirements.
• Attend all required commission meetings, public hearings, and related events.
• Create and maintain a list of local businesses to engage in business communication and development programs.
• Collaborates with real estate professionals to provide marketing and outreach programs.
• Collaborates with business owners and prepares periodic reports concerning commercial and industrial activity.
• Evaluate and monitor the disposition of city-owned or optioned land for economic development projects.
• Maintains an up-to-date list of available privately owned properties for sale or lease.
• Collaborates with legal professionals to assist in the preparation of necessary documents.
• Conduct special research and analysis on economic development program activities to identify opportunities for growth and improvement.
• Performs other duties as required or assigned.
Knowledge, Skills, Abilities, and Worker Characteristics:
• Exceptional verbal and written communication skills to effectively communicate with a variety of stakeholders.
• Familiarity with federal and state agencies and programs related to economic and urban development
• In-depth knowledge of economic development principles, programs, and practices.
• Ability to direct, lead, instruct, manage, and coordinate economic development activities/assignments.
• Thorough understanding of grant application and disbursement processes.
• Ability to manage the Bartlett Economic Development website with updates as needed.
• Ability to evaluate and understand community resources and development needs.
• Ability to conduct research, resolve problems, and make decisions.
• Ability to gather, collate, and analyze a variety of data.
• Ability to keep an open line of communication with Federal, State, and City officials.
• Ability to present projects to various boards and commissions at public meetings.
• General knowledge and ability to use Microsoft software programs.
Education and Experience:
A Bachelor's Degree in Planning, Public Administration, or a closely related field of study with at least five years of experience in economic development is required. A Certified Economic Developer (CEcD) certification is preferred.
Special Requirements:
• Must be able to drive and hold a valid Driver’s license that must remain valid as a condition of continued employment.
• Must be available and willing to work a flexible schedule, including some weekends and evenings outside the regular hours of operation.
• Must attend professional development and training sessions to stay updated on industry trends and regulations.
• Must successfully pass a drug screen, physical exam, and psychological evaluation prior to employment.
