Zoning Administrator
Town of Charlotte, VT
The Town of Charlotte, Vermont (pop. 3,900), is seeking a qualified and motivated individual to serve as Zoning Administrator & Part-Time Health Officer. This dual-role position is an integral part of the Planning & Zoning Department and provides essential support to the Development Review Board (DRB), and other Town departments as needed. The role involves interpreting and enforcing land use regulations, guiding the public through permitting processes, supporting municipal boards, and responding to public health concerns.
Primary Responsibilities
Zoning Administrator (60%)
- Perform all duties of the Administrative Officer as outlined in 24 V.S.A. §4448.
- Review and act on all permit applications per 24 V.S.A. §4449 and Charlotte Land Use Regulations.
- Provide guidance on land development regulations to boards, commissions, committees, developers, and the public.
- Refer applications to appropriate municipal panels, staff, or advisory bodies.
- Investigate and enforce zoning and permit violations in coordination with the Town Administrator and Town Attorney.
Staff Support to Development Review Board (35%)
- Manage DRB processes for conditional use, variance, subdivision, site plan, and boundary adjustments.
- Assist applicants and determine completeness of applications.
- Write staff reports and draft decisions.
- Attend DRB meetings and site visits (currently held 2nd and 4th Wednesdays of most months).
- Draft DRB correspondence and assist with updates to the Town’s website.
Health Officer (5%)
- Enforce provisions of Title 18, Chapter 3 of Vermont Statutes in collaboration with the Charlotte Board of Health and the Vermont Department of Health.
- Investigate potential public health hazards (e.g., cyanobacteria, E. coli at the Town Beach) and issue health orders.
- Respond to rabies reports and oversee quarantine of animals when necessary.

Minimum Qualifications - Applicants should meet one of the following:
- Master’s degree in public administration, public policy, law, planning, or a related field;
OR
- Bachelor’s degree in one of the above fields plus two (2) years of relevant experience in zoning, planning, or public administration;
OR
- Bachelor’s degree in any field plus four (4) years of relevant experience.
Required Knowledge, Skills, & Abilities:
- Knowledge of Vermont’s Open Meeting Law.
- Understanding of rural planning, zoning practices, and land record systems.
- Ability to conduct site visits and document findings.
- Skill in analyzing and applying local and state regulations to development proposals.
- Clear and effective written and verbal communication skills.
- Strong problem-solving and organizational abilities.
- Proficiency in Microsoft Office (Word, Excel, PowerPoint, Publisher).
- Familiarity with online GIS mapping tools.
- Valid Vermont driver’s license and ability to travel locally.
