Primary Responsibility: 

This position serves as a trusted strategic partner to the County Manager and provides high-level operational and organizational leadership across the County.  While the position carries significant operational oversight duties, its core purpose is to foster a culture of collaboration, cooperation with high regard for their legal, ethical and civil responsibly.

Under the direction of the County Manager, this position optimizes the financial performance of the County in order to fulfill the Commissioners’ Mission, Values priorities and goals and is responsible for planning, organizing, and directing all of the finance operations and implementing the County’s financial, accounting, budgeting, payroll and purchasing policies and directives. Evaluate and advise the County Manager and the Board of County Commissioners on long-range financial planning and provide clear, succinct, and accurate data for fiscal decision-making along with timely and reliable reports on the County’s financial status and budgetary performance. Provides leadership, direction, and supervision to personnel in the Finance Department and other areas of oversight. Communicates and works closely with other departments and elected offices and assists in ensuring effective administration and implementation of budget and financial policy and protocol. Assures the County’s financial compliance with state and federal laws, establishes and maintains internal controls, coordinates and manages the budget process, prepares the comprehensive annual financial report, and oversees the financial reporting for grant contracts. Leads the finance team and is responsible for the annual audit process.

Duties:

The duties listed below are representative of, but do not necessarily include all the duties and responsibilities that an individual in this position may be called upon to perform.

Compile, analyze, and otherwise manage the County budget(s) for all funds, including the preparation of the annual budget(s) and long-range budget projections.

• Develop/implement methods, techniques, and training needed to ensure that adequate financial projections can be made to reflect the long-range management strategy desired by the Board of County Commissioners.

• Develop long-range operational and capital finance plans and take a proactive approach to positioning the county’s response to the financial impacts of changing economic conditions and legislative actions.

• Provide leadership and direction on financial, budgetary, and other related components of the organization.

• Be an active and engaged member of the County Leadership Team.

• Supervise and prepare the Comprehensive Annual Financial Report.

• Participate in special projects as assigned and respond to special financial information requests   as required, including researching and preparing reports and projects, developing and implementing programs, and presenting technical data to management, elected officials, and others.

• Recommend, write and establish policies and procedures for all County financial transactions, including ethics.

• Provide Department Heads and Elected Officials with financial management tools which inform them of financial status and depicts where there are problematic or potential problem areas of financial activity and performance.

• Provide exemplary customer service, both internal and external to the Organization.

• Adhere to all County policies and procedures and all laws and regulations as they pertain to the management of assigned area

• Supervise the annual financial audit.

• Develop, coordinate, and implement the Finance Department's annual work plan and ensure timely implementation.

• Supervise miscellaneous cash receipts process.

• Supervise voucher approval process and review weekly warrant registers.

• Oversee and review all expenditures of awarded grant funds.

• Hire, assign, schedule, evaluate, and direct the work of subordinates.

• Ensure subordinates receive training to render effective service to the department, the organization, and the public.

• Appraise the performance of subordinates.

• Assist and guide subordinate employees in problematic areas. Initiate appropriate disciplinary actions if necessary.

• Performs other duties as apparent or assigned.
Minimum Qualifications:

·          BS/BA degree in Finance or Accounting from an accredited college or university.

·          Technical training in automated accounting systems is expected.

·          Minimum of five years of experience performing finance and accounting activities with at least two years of experience in governmental accounting principles and procedures and at least two years of supervisory experience.

·          Leadership roles with demonstrated increased responsibilities as part of a local or state government.

·          Must have experience in budget preparation and financial reporting.

Preferred Accomplishments:

·          Advanced Degree in Accounting, Public Administration, Finance and/or related field

·          A license as a Certified Public Accountant (CPA) or Certification as a Certified Public Finance Officer (CPFO) is preferred.

Benefits for Full Time Employees:

Paid Holidays: Gilpin County provides 13 paid holidays per calendar year. An employee will be paid ten (10) hours per holiday.

Vacation: The first year of employment, (based on the anniversary of the hire date) full-time employees are given 40 hours of vacation and earn 3 hours of paid vacation leave bi-weekly. After that time, leave shall accrue as follows:

Full-Time employees are encouraged to take their earned vacation leave each year. Vacation time accrual shall cap at the maximum amount and shall not exceed the maximum accrual amount, based on total months of service.

Sick Leave: Full-Time employees shall accrue four (4) hours of sick leave each bi-weekly pay period. The maximum sick leave that may be accumulated by such an employee is 600 hours.

Personal Leave: Full time employees will receive 30 hours of personal leave per year. Personal time cannot be rolled over to the following year and will not be paid out. Personal time will be added to employees balance the first pay period of the new year. Employees hired throughout the year will receive personal time on a pro-rated basis, based on the quarter year that they are hired. Q1 30 hours, Q2 22.5 hours, Q3 15 hours, Q4 7.5 hours. Personal time terminates on December 31, 2025.

Medical Plans: Gilpin County offers two medical plans with Kaiser and United Health Care. Gilpin County offers a Health Reimbursement Account (HRA) for all employees to cover co-pays, deductibles, and other medical expenses. Employees are eligible for benefits the first of the month following 30 days of service. This HRA card will have $3,000.00 on it for an individual or $6,000.00 for a family. Both plans have a max out of pocket for $1,000 individual or $2,000 per family after the use of the HRA card for in network expenses.

Dental Plan: Gilpin County offers dental coverage through Delta Dental with PPO and Premiere network coverages. Individual deductible at $50 and family deductible at $150. In network coverage for preventative and diagnostic services are covered 100%, basic services covered at 80%, major services at 50%, and ortho covered at 50% with a $2,000 max. The plan offers a “Right Start 4 Kids” plan that covers children up to their 13th birthday at 100% with no deductible. Annual max this plan pays for covered dental services is $2,000 per individual covered on the plan.

Vision Plan: Gilpin County offers vision coverage through VSP. In network coverage includes copays at $10 copays with an allowance of $175 per pair of either one prescription eyeglasses or contacts yearly on a 12-month calendar basis and discounts on Lasik.

Retirement: Two retirement savings plans are available through the Colorado Retirement Association: 401(a) and 457 Deferred Compensation Plans

·        The 401(a) has a 5% required full match with a 4-year vesting period.

·        The 457 Plan is optional and has Pre-tax and Roth Options available. After four years of service, this plan could also include a County match as described below.

Social Security, as required by law: 6.2% required full match.

 

Effective July 8, 2025, for all new employees hired on or after this date, the graduated vesting schedule for the 5% match on employees’ 401(a) plan is as follows:

Starting January 1, 2026, two new voluntary retirement plan matches will be initiated, with one plan for POST (law enforcement officers) and a second for all other employees, based on years of service. The employee would need to make voluntary contributions into a 457 account at the minimum level in order to be eligible for the County match into the employee’s 401(a).

Short-Term Disability: Short-term disability pays 60% of your earnings with a max of $1,000 per week for up to 11 weeks. Benefits begin on day 15 and your first two weeks you will have to cover with sick or vacation time.
Long-Term Disability: Long-term disability kicks in after 90 consecutive calendar days of a qualified disability. The plan will pay 60% of your earnings with a max of $5,000 monthly.

Long Term Care: In the event that you are injured and need to be treated at a care facility, Gilpin County provides coverage at no cost to you. The plan provides up to $2,000 per month, and up to 3 years in a facility. If you would like to add supplements coverage for a greater amount per month or a longer term, supplemental coverage is available for you to purchase.
