Job Details:
Under general supervision, develops plans, assigns tasks, and oversees the operations and work of personnel involved in the planning, development, operation, and maintenance of city parks and recreation facilities, animal services, and cultural programs. This includes the coordination and management of special events hosted within the city, such as those held at the Esports and Convention Center.
ESSENTIAL JOB FUNCTIONS:
1. Define the departmental mission, and to solve problems, deploy resources, and establish priorities that are consistent with the city's long and short-term goals and objectives for parks and recreation.
2. Prepare and review plans and specifications of department facility maintenance, improvements and additions to those facilities.
3. Recommend the acquisition, planning, construction, redevelopment, repurposing and updating of parks, park facilities, and recreational and other facilities as needed based on emerging public interest, community need and industry advancements.
4. Respond to public inquiries regarding the department including use of parks, recreation and other facilities as well as the operations of department divisions.
5. Schedule, assign, direct, train, monitor and motivate staff personnel involved in the day-to-day operations of the facilities and ensure compliance with relevant ordinances and laws.
6. Prepare various reports, budgets and master plans and bond programs for City Manager and City Council.
OTHER JOB FUNCTIONS:
7. Organize and prepare complex written and verbal reports for city officials, citizens, community organizations, the Park and Recreation Advisory Board and the Animal Services Advisory Board, explaining department objectives, policies, services and operational needs.
8. Inform City Manager and Council of Park and Recreation Board and Animal Services Advisory Board discussion regarding recommendations on improvements and usage of parks and recreational facilities, the Animal Services Center and the Esports Stadium and Convention Center.
9. Implement innovative program and service delivery that serves Arlington residents.
10. Advance strategies to ensure fiscal sustainability while bringing Arlington residents of all backgrounds and income levels into Parks and Recreation Department programs and facilities.
MINIMUM QUALIFICATIONS:
Knowledge, Skills and Abilities Required:
Knowledge of the principles of cost recovery/performance fund management.
Knowledge of office and administrative practices and procedures.
Knowledge of budget-making principles and procedures.
Knowledge of the principles and practices of modern park planning.
Knowledge of Federal, State and local environmental and land use ordinances applicable to park and recreation and animal services areas.
Skill in using PC software including current Microsoft Office suite of applications.
Skill in communicating professionally and tactfully with other city employees and the public by oral and written means.
Skill with organization and attention to detail.
Skill in office management principles.
Skill in analyzing and evaluating major programs, policies, procedures, services and facilities in order to develop recommendations for improvement.
Skill in applying established criteria to determine acceptability of park lands, projects and facilities.
Ability to exercise discretion and independent judgment utilizing knowledge of the organization's policies.
Ability to work independently under general instructions.
Ability to perform a variety of physical skills including but not limited to filing, pulling, seeing, sorting, squatting, standing, stooping, twisting body, typing, walking, and writing.
Ability to operate a variety of office equipment including but not limited to PC, telephone, calculator, scanner, and copier.

Ability to learn new systems and procedures quickly.

Qualifying Education and Experience:
A Bachelor of Science Degree in parks and recreation or related field.
Five (5) years’ experience in a management position.
Preferred Requirements, Education and Experience:
Certified Parks and Recreation Professional (CPRP) credentials and experience with the Commission for Accreditation of Park and Recreation Agencies (CAPRA) are preferred.
