Chambersburg Borough is Seeking a Public Works Director
The Borough of Chambersburg is seeking a highly motivated individual to join our leadership team. The Public Works Director will provide oversight of several disparate functional areas including administrative responsibility for several independent departments: Facilities and Grounds, Engineering, Highway, and Motor Equipment and Sanitation sub-departments.
Performs high level supervisory, administrative and professional work in the planning, organizing, budgeting, directing and supervising work in Public Works, including environmental, street, traffic control, maintenance and other public works projects and programs. Serves as the subject matter expert for the Borough Manager and key member of the management team. Must provide results-oriented vision, leadership, innovation and management oversight to the Public Works Department operations and activities. The incumbent will develop and implement strategic organizational and operating plans, performance metrics, budgets, capital plans, procedures, and goals to achieve maximum effectiveness and efficiency. The nature of work requires a high level of collaboration, customer service, individual judgment, and discretion. Management of direct reports including supervisors and field personnel.

Acceptable Knowledge and Experience
Bachelor’s degree in public administration, engineering, or related field from an accredited college or university with five (7) years of progressively responsible supervisory and administrative experience in public works management in a similarly sized or larger municipal operation overseeing a comprehensive and broad- based public works organization.
Demonstrated leadership experience and a strong history of working with policy makers and elected officials. Any combination of education, training, and experience that indicates an ability to manage these operations at this level.
General Duties and Responsibilities of the Public Works Director (not all inclusive)
Develops and administers general operating policies and procedures that ensure the maximum utilization of available resources through the appropriate allocation of staffing and equipment to all public works functions
Develops and manages roadway winter maintenance programs.
Oversees operational management of emergency activities to ensure the public’s safety associated with rainstorms, flood protection, and snow and ice removal.
Responsible for the general oversight of the coordination, planning, and scheduling of all routine and emergency repair work required to maintain the Borough-owned system of roads, storm sewers, catch basins, bridges, sidewalks, decorative fountains, plazas, stairs, and all other dedicated public works infrastructure.
Oversees the coordination and management of the municipal solid waste and recycling programs, collection, sorting, processing, removal, transfer, and landfill activities.
Responsible for the oversight and management of the municipal motorized equipment and vehicle maintenance, purchase, financing, fueling, contract-maintenance, and central garage operations.
Oversees the management and maintenance of the Borough’s fleet of vehicles and equipment and recommends the purchase of new vehicles and equipment.
Responsible for administering the Curb and Sidewalk Master Plan/Map and Policy and for serving as a staff liaison to the Curb and Sidewalk Board of Appeal.
Establishes standards of performance and safety as well as personal behavior for all Public Works employees and represents the Borough with dignity and respect to internal and external customers.
Chambersburg Borough management jobs require residency of 15 driving miles from Borough Corporate limits within one year of hire date; and, one must remain within residency area while employed. Potential relocation assistance.
