General Definition of Work
Performs complex executive work planning, directing and coordinating the overall operation of the County, ensuring proper operations, staffing and budgeting, advising and assisting the Board of County Commissioners on operations and governance, and related work as apparent or assigned. Work involves setting policies and goals under the direction of the Board of County Commissioners. Organizational supervision is exercised over all personnel within the organization.

Essential Functions
• Manages the County government's day-to-day operations.
• Supervises County department heads; works with department heads to establish short- and long-range goals; assures effectiveness and efficiency of services provided.
• Develops the annual budget and long-term financial projections for the County; seeks innovative and creative methods of financing and revenue sources; makes recommendations for expenditure of County funds; approves budget amendments.
• Coordinates and works with the Board of Commissioners regarding planning, policy development and service delivery; develops agendas for Commissioner meetings and ensures resources and supporting information are provided.
• Provides advice to the Board of Commissioners on policy, strategic planning, financial and legal matters; researches and makes recommendations to the Board of Commissioners regarding new programs, services and initiatives.
• Administers the County's Personnel Program including revisions to the Personnel Policy, position classifications, pay plan and benefits package.
• Implements employee training programs; selects topics, arranges speakers and attendees.
• Administers risk management program; staffs and oversees safety, drug testing and wellness program.
• Cooperates with other governmental units as necessary to provide services to citizens.
• Meets and speaks with community groups, citizens and other public agencies regarding specific programs, services, policies and other items as necessary.

Knowledge, Skills, Abilities, Education & Experience
Comprehensive knowledge of the principles and practices of public administration; comprehensive knowledge of municipal finance practices; comprehensive knowledge of the laws, ordinances and regulations underlying a municipal corporation; ability to write clear and concise reports, memoranda, directives and letters; ability to analyze complex problems and develop comprehensive plans from general instructions; ability to plan and direct the work of large operating agencies; ability to meet the public and to discuss problems and complaints; ability to establish and maintain effective working relationships with local and state elected officials, Board of Commissioners, department heads, and the general public.

Bachelor's degree with coursework in public administration, or related field and extensive experience in management, budgeting, and personnel administration, or equivalent combination of education and experience.

Valid driver's license in the State of North Carolina. Pender County permanent legal residency is required within 12 months from the date of initial employment.
