Payroll Administrator

Under the general supervision of the Payroll Manager, the incumbent assists the Payroll Manager in the functions of processing of the City payroll and associated activities. This position requires considerable discretion, professionalism, initiative, accuracy, attention to detail, organizational skills, ability to multitask within strict timelines, excellent customer service and effective communication skills. Plans, coordinates, and/or reviews other periodic payroll processes such as the audit, reconciliation and issuance of annual W-2 tax forms, 941s, union specific requirements, etc. Reviews payroll changes for approval, accuracy, completeness, and compliance with established policies, union bargaining agreement/laws and regulations. Communicates with Human Resources to ensure the integrity of the payroll data including data related to new hires, terminations, transfers and rate changes. Reviews and approves schedules and back up for any retro pay, retro deductions or leave pay outs. Reviews completed payroll reports and final preprocess payroll registers prior to the submission of payroll-to-payroll vendor by established deadlines. Reviews payroll liability tax report for accuracy. Assists in auditing payrolls to ensure accuracy of payroll transactions and adherence to established personnel-payroll policies and procedures and compliance to existing laws. Documents and maintains payroll processing procedures. Assists with planning, developing, and implementation of organization-wide payroll and timekeeping systems and controls. Assists team members with technical expertise related to interfaces and error interpretations and provides guidance on corrective action. Acts as the Payroll Manager during their absence.
