Director of Community Development

The Town of Yarmouth is searching for a Director of Community Development to join their team!
Working under the administrative direction of the Town Administrator, the Director of Community Development directs and manages the operations of the Department of Community Development, and in coordinating and shaping both the short range and long range plans of the community including economic development, historic preservation, conservation and housing; all other related work as required.
Oversees management of department including Planning, Economic Development, Conservation, Old King’s Highway, Board of Appeals, Community Preservation Act and HUD Grant administration. Plans and organizes workloads and staff assignments; trains, motivates and evaluates assigned staff; reviews progress and directs changes as needed. Prepares and monitors department budget. Coordinates department activities with other departments as needed.
Oversees the town's economic development activities land use planning. Coordinates various town plans and programs for utilization of land and facilities and relates those to proposals of private individuals.
Provides leadership and direction in the development of short and long range plans and projects; gathers, interprets and prepares data for studies. Provides information and recommendations to, and solicits input from, the Planning Board, subcommittees to the Planning Board, Board of Selectmen and other town committees that address land use and economic development matters. Coordinates the development and analysis of town community development programs by staff and various town boards and committees.
Develops and conducts activities to promote economic development consistent with the Comprehensive Plan and the Board of Selectmen’s goals generally. May assist businesses in implementing expansion plans, job creation or job retention. Acts as advocate for businesses seeking to locate in Yarmouth through permit facilitation and provision of relevant information. Maintains regular communications with Yarmouth Area Chamber of Commerce; may facilitate town support of joint ventures with the Chamber or other private entities in the interest of the Town.
Maintains awareness of the activities of the Yarmouth Economic Revitalization Committee; provides information and input to Committee; solicits Committee input on economic development activities.
Oversees HUD Community Development Block Grant (CDBG) program for the town including: reviews all requests for Yarmouth CDBG funds and provides funding recommendations to the Town Administrator; monitoring projects for national objective compliance; budgetary control; compiling the bid, contract and project documents required for each HUD CDBG project.
May prepare grants pertaining to community development.
Supports the goals of the Community Development Department and the Town of Yarmouth through creative problem solving, decision making, a commitment to customer service, and by taking initiative to improve the efficiency and effectiveness of the Department. Provides instruction and mentoring to subordinate employees. Provides advice and support to supervisors.
Performs similar or related work as required or as situation dictates.
RECOMMENDED MINIMUM QUALIFICATIONS:
• Master's degree in economics, public administration, land-use planning or a related field required.
• Five years of progressively responsible experience in economic development, public administration, land-use planning, or related field; or any equivalent combination of education and experience.
