City Government
San Antonio has a Council-Manager form of government with an eleven-member City Council. Councilmembers are elected by District, while the Mayor is elected at-large. The term of office for the Mayor and all members of the City are four-year terms, for not more than two (2) full terms of office. The City Council appoints the City Manager, who appoints all officials in executive positions with the exception of the City Clerk, City Auditor, Presiding Judge, and Municipal Judges.

About the Office of Emergency Management

Emergency management is a comprehensive system to respond to emergencies or disasters impacting our community. The mission of the City of San Antonio Office of Emergency Management (SAOEM) is to coordinate activities of the City departments responsible for continued operations during disasters, coordinate agreements for the use of resources, communicate with State and Federal agencies, and provide education and training to citizens and municipal employees. The operation of the SAOEM falls under the purview of the Fire Chief and the San Antonio Fire Department (SAFD). The SAFD is fully accredited through the Center for Public Safety Excellence and the Commission on Fire Accreditation International. The SAFD is also an ISO 1 department as awarded by the Insurance Services Office.

Emergency Management Encompasses:

PREVENTION
Actions taken to avoid an incident, or intervening to stop an incident from occurring, in the effort to protect lives and property.

PREPAREDNESS
Activities such as planning, training, public education, and outreach to create awareness of potential dangers and increased readiness in our community.

RESPONSE
Use of available resources to meet the needs of the community when disaster strikes. Depending on the severity of the disaster, this can include local, county, State, and Federal resources, to include fire and EMS services, public works, and law enforcement.

RECOVERY
The long-range support of restoring the community to pre-disaster conditions. This phase includes damage assessments to public and private property, as well as social services to assist citizens. The length of the recovery phase depends on the magnitude of the disaster.

The Position
The Deputy Emergency Management Coordinator is responsible for coordinating all of the day-to-day activities of the City of San Antonio emergency management programs and activities for the community including planning, directing, managing, and overseeing the activities and operations of the Office of Emergency Management. They will coordinate assigned activities with other City departments and outside agencies and provide highly responsible and complex administrative support to the Emergency Management Coordinator and the City Manager’s Office. The Deputy Emergency Management Coordinator will exercise direct supervision over staff.

Essential Job Functions
• Assumes full management responsibility for the office services and activities and recommends and administers policies and procedures.
• At the direction and/or in the absence of the Emergency Management Coordinator acts as official Emergency Management representative to the Fire Chief, Police Chief, City Manager’s Office, other City departments, elected officials, and outside agencies; explains, justifies, and defends department programs, policies, and activities; and negotiates and resolves sensitive, significant, and controversial issues.
• Conducts activities related to key components of emergency management including coordinating, developing, implementing, and monitoring emergency plans. Continuously identifies potential hazards that threaten the City of San Antonio and develops and amends hazard/risk assessments.
• As part of the Emergency Management command structure, manages resources before, during and after a major emergency or disaster.
• Coordinates with partner agencies in the emergency management process, to include but not limited to planning using an all-hazards approach and establishes and maintains networks of expert advisors and damage assessors for all types of hazards.
• Operates effectively in emergency situations and assists in recovery operations after a disaster.
• Coordinates post-emergency city-wide damage assessment and application for federal disaster assistance funds.
• Identifies issues and develops internal emergency plans and procedures.
• In conjunction with the Emergency Management Coordinator, selects, motivates, and evaluates office staff; provides or coordinates training and works with employees to correct deficiencies; and implements and administers disciplinary and termination procedures.
• Plans, directs, and coordinates, through subordinate-level staff, the office work plan; meets with management staff to identify and resolve problems; assigns projects and programmatic areas of responsibility; and reviews and evaluates work methods and procedures.
• In coordination with the Emergency Management Coordinator, manages and participates in the development and administration of the office budget; estimates funds needed for staffing, equipment, materials, and supplies; directs the monitoring and approval of expenditures; and directs the preparation and implementation of budgetary adjustments, as necessary.
• Coordinates office activities with those of other departments and outside agencies and organizations; provides support to the Emergency Management Coordinator, City Manager’s Office and City Council; and prepares and presents staff reports and other necessary communications.
• Responds to and resolves sensitive inquiries and complaints from both internal and external sources.
• Coordinates operational readiness of various communication systems and personnel training.
• Attend conferences and classes as applicable to maintain proficiency of skills in Emergency Management.
• Performs related duties and fulfills responsibilities as required.

Education & Experience
Qualified candidates will have a Bachelor's Degree from an accredited college or university. A Master’s Degree is preferred. They will also have eight (8) years of increasingly responsible professional experience in emergency operations or public sector management to include three (3) years of administrative or supervisory responsibility. Qualified candidates must have training and experience in the Incident Command and National Incident Management Systems, with the requirement to obtain credentials as a Certified Emergency Manager within 2 years of hire into the position.

Salary
The anticipated offer to a selected candidate would be in the range of $120,000 - $160,000. Offered salary is commensurate with experience. The City offers generous benefits and retirement including annual and personal leave, monthly car allowance, deferred compensation plans, relocation/moving expenses and participation in the Texas Municipal Retirement System (TMRS).
