**General Description**
The City Manager is responsible for directing a variety of administrative processes that allow the City to operate. It is their job to implement and oversee policies crafted by the City Council. They are also responsible for documenting and presenting the City budget as well as interfacing with the community to develop new programs.

Working under the direction of the City Council, the City Manager leads, plans, organizes, and directs the operations of the City, including administering policies established by the Council in accordance with the City Charter, and state and federal law. They are the Chief Administrative Officer for the City, serving at the will of the City Council under a separate employment contract.

**Essential Job Duties:**
- Shall appoint, suspend, or remove City employees and administrative officers, except as otherwise provided by law or City Charter.
- Direct and supervise the administration of all City departments and agencies.
- Attend City Council meetings with the right to participate in discussions but not vote.
- Ensure laws, City Charter provisions, and City Council acts are faithfully executed.
- Prepare and submit the annual budget and capital program to the City Council.
- Maintain the City Master Plan and oversee approved changes.
- Provide the City Council and public with a complete annual report on City finances and activities.
- Advise the City Council on the financial condition and future needs of the City.
- Facilitate annual municipal government training for the City Council, including budget/audit training.
- Oversee agendas and materials for City Council meetings.
- Develop plans for personnel, financial, and operational functions of the City.
- Supervise City programs, ensuring future planning aligns with the City’s growth and development goals.
- Provide information to the media and meet with citizens, developers, and community groups.

**Requirements**
**Education and Basic Requirements:**
- Minimum 10 years of progressively responsible experience in public administration, with 5 years as a City Manager, Assistant City Manager, or government executive.
- Proven success working with elected officials, department heads, and the private sector.
- Experience in economic development.
- Preferred Master’s Degree in Public Administration, Business Administration, or related field from an accredited college or university.
- Satisfactory background and credit checks, physical/medical exam, and drug screening.
- Must be bondable.
- Valid Texas driver’s license and acceptable driving record.

**Residency Requirement:**
The City Manager must become a resident of Converse within six (6) months from the date of appointment. Failure to meet this requirement will result in forfeiture of the appointment.
