DUTIES AND RESPONSIBILITIES:

Essential Job Functions: Responsible for planning, organizing, directing, and managing day-to-day City financial operations involving a multi-million dollar annual budget, administration of the daily business for the Finance Department, including directly overseeing general accounting, accounts payable, cash management, revenue collections, water customer service, investments, accounts receivable, payroll, purchasing, and budgeting functions of the City; builds a team-oriented relationship with other City department directors, Assistant City Managers, and the City Manager; duties include, but are not limited to, reviewing and updating City financial policies, multi-year revenue and expenditure forecasting, assisting with development of the annual Community Investment Plan (CIP), and preparation and administration of the Annual Comprehensive Financial Report (ACFR); coordinates the sale of general obligation bonds, certificates of obligation, and revenue bonds; management of banking services contracts; oversees investments of City funds, payroll administration, and staff supervision, training and development; provides staff support and coordinates directly with a variety of boards, commissions, and committees, and prepares agenda memos and reports for City Council meetings.

Possess highly advanced interpersonal skills, is a strong leader with a sense of vision for the organization’s financial operations, and will promote an organizational culture that provides effective and efficient public service delivery with the highest level of customer service; recommend, establish and implement programs, policies, and procedures towards maintaining a modern, efficient, and effective city government.

Working Conditions: Must be available to work Monday – Friday, 8:00 a.m. – 5:00 p.m., and extended hours when needed.

MINIMUM ESSENTIAL QUALIFICATIONS

Knowledge: Extensive knowledge of the principles and practices of public finance. Knowledge of generally accepted accounting principles as applied to the public sector. Knowledge of public sector budget process. Knowledge of annual and monthly financial reporting procedures; knowledge of finance related software, hardware, and equipment.

Skills/Abilities: Ability to direct the work of professional, technical, and administrative personnel. Ability to work closely with other City officials and the public. Excellent oral and written communication skills; a demonstrated ability to prepare an Annual Comprehensive Financial Report and annual operating budget, which meet the minimum requirement of the GFOA awards program for the audit and budget.

Physical Requirements: Constantly sees, hears and sits; frequently operates a PC, calculator, and other small equipment; infrequently carries, lifts and pushes objects weighing up to 20 lbs.; infrequently drives, files, stands, stoops and pulls objects weighing up to 20 lbs.

Education/Experience: Bachelor’s degree from a four (4) year college or university with major coursework in Accounting; a minimum of six (6) years of progressively responsible experience in Public Sector Finance Administration, of which a minimum of four (4) years is at a management level; minimum of four (4) years supervisory experience; candidates with an equivalent combination of higher education and experience may be considered, provided their education and experience is in a relevant and related field(s). Preference provided to candidates with Certified Public Accountant (CPA) license.

CGFO or CPFO Certification preferred, but not required.

Experience working in a finance-related capacity for a large city or company preferred.

Proficiency in Microsoft Office – Excel and PowerPoint.
