GENERAL STATEMENT OF DUTIES: Takes the lead and directs the administration of a wide variety of staff services including procurement and purchasing, facilities management (including maintenance, custodial services, and utilities), fleet management and replacement and does related work as required.
DISTINGUISHING FEATURES OF THE CLASS: The Central Services Director is responsible for keeping abreast of the service needs of the City related to the above functions. The Director conducts the needed research to develop plans for effective services. The Director conducts studies of present and proposed capital improvement programs and develops supporting budgets. Continuous contact is maintained with building maintenance tradesmen and contractors whose work is inspected for compliance with specifications. General supervision is exercised over the work of the Purchasing Agent and a Maintenance Carpenter. The work is performed under the administrative supervision of the City Manager.
EXAMPLES OF WORK: (Illustrative only)
Responsible for the executing the purchasing and procurement regulations established for the City;
Advises the Purchasing Agent on the solution of unique and/or difficult purchasing problems;
Implements a centralized purchasing and procurement process
Ensures the City has an up-to-date space management plan;
Ensures the management of the maintenance of City facilities, including custodial services, break/fix and repair services, and replacement of core building functions such as HVAC;
Oversees real estate services for the city, including the purchases or leasing of real property from third parties for use by the City as needed and sale or lease of City property to third parties as directed by the Council and City Manager;
Coordinate and maintain the City’s fleet of cars, trucks, and other vehicles;
Purchase new vehicles per City needs as approved in the City’s annual budget;
Makes the needed studies and prepares the required reports including supporting budgets for City's capital improvement programs;
Handles all real estate transactions for the City including the sale and acquisition of property, leasing, etc.;
Performs a wide variety of related tasks of the same level of difficulty.
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES: Thorough knowledge of building maintenance and construction practices; thorough knowledge of fleet management; thorough knowledge of governmental purchasing practices; good knowledge of practices pertaining to the acquisition, sale and leasing of land and buildings; demonstrated ability to conduct research in the many fields of work assigned to the Central Services Director; ability to plan and supervise the work of others; ability to obtain the cooperation of others in difficult situations; good judgement; good physical condition.
ACCEPTABLE EXPERIENCE AND TRAINING: Extensive experience in job-related field in a responsible professional capacity and college graduation with major work in structural engineering, public administration, business administration or related field; or any equivalent combination of experience and training which provides the required knowledge, skills and abilities.
