JOB SUMMARY

The City Engineer is an executive, administrative position reporting to the City Manager. This position performs administrative and technical engineering functions in directing the City's engineering programs. Work involves responsibility for planning, developing, directing, and coordinating engineering projects within the City limits. Considerable independent judgment and initiative are required in carrying out program objectives within the framework of engineering and administrative principles and practices and established policies and regulations.

ESSENTIAL JOB FUNCTIONS

Plans, directs, and coordinates the engineering elements of construction projects to ensure compliance with plan specifications and local codes and ordinances.
Plans, directs, and coordinates the engineering elements of plans, specifications, and contracts for the construction of streets, sidewalks, storm drainage projects, water management systems, and other public facilities.
Directs and coordinates with contracted engineering firms on numerous existing and future City infrastructure projects.
Directs the review of plats, plans, and cost estimates and specifications for both residential subdivisions and commercial developments.
Attends meetings with stakeholders to discuss local land development code and comprehensive plan changes and amendments.
Provides administrative guidance to staff and division heads concerning engineering elements of construction and engineering projects.
Serves as liaison between the City and appropriate County, State, and Federal agencies by providing information in person and by written communication regarding City projects and requirements.
Administers right-of-way use permitting, abandon and vacate requests, addressing, water authorization approvals, maintenance of traffic plans for special events, and transportation impact fee determinations.
Performs budgetary and planning functions for both internal and external projects; ensures budgetary dollars are available for approved projects and that funds are being expended according to project requirements, and within the appropriate timeframes.
Provides comments to vacating easement or right-of-way and variance requests; provides justifications and defends the City's position in public meetings.
Attends city council meetings as instructed to provide information concerning City projects, policies, and engineering standards.
Performs other duties as assigned.

QUALIFICATIONS

Education and Experience:

Bachelor's degree in the civil engineering field from an accredited college or university; seven (7) years of progressively responsible experience in civil engineering, preferably in the public sector; or an equivalent combination of education and experience.

Special Qualifications:

Valid Florida Driver’s License with acceptable driving record.

Knowledge, Skills, and Abilities:

Knowledge of principles and practices of civil engineering.
Knowledge of civil engineering and construction methods and techniques as applied to the construction and maintenance of public works.
Knowledge of the City's code of ordinances and applicable State and Federal laws.
Knowledge of current management methods and practices.
Skill in making engineering computations and conducting engineering research.
Skill in effective communication both verbally and in writing.
Skill in the use of computers and applicable software programs Ability to plan, organize, direct, and appraise the work of subordinates.
Ability to plan, organize, direct, and appraise the work of subordinates.
Ability to establish and maintain effective working relationships with others.
Ability to communicate clearly, both orally and in writing.
Ability to evaluate the work of contractors on projects and to determine compliance with plans, specifications, and applicable laws, ordinances, and policies.
Ability to identify standard symbols and markings on construction plans.
Ability to establish and maintain effective working relationships with associates, City Staff members, and the general public.
Ability to effectively represent the City Administration in communications with the general public and employees.
Ability to operate various office equipment such as computer, copier, multi-line telephone.

PHYSICAL DEMANDS

The work is light work, which requires exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force to move objects. Requires standing or sitting for sustained periods of time; walking or moving from one work site to another; manual dexterity to pick, pinch, type, or otherwise work primarily with fingers; mental acuity including the ability to make rational decisions through sound logic and deductive processes; hearing to receive detailed information and to make the discrimination in sound; and the ability to express ideas by means of the spoken word and have close visual acuity. Additionally, the following physical abilities may be required:

Hearing: Perceiving the nature of sounds at normal speaking levels with or without correction. Ability to receive detailed information through oral communication, and to make the discrimination in sound.
Mental Acuity: Ability to make rational decisions through sound logic and deductive processes.
Speaking: Expressing or exchanging ideas by means of the spoken word including the ability to convey detailed or important spoken instructions to other workers accurately and concisely.
Standing: Particularly for sustained periods of time.
Talking: Expressing or exchanging ideas by means of the spoken word including those activities in which they must convey detailed or important spoken instructions to other workers accurately, loudly, or quickly.
Visual Acuity: Have close visual acuity to perform an activity such as: preparing and analyzing data and figures; transcribing; viewing a computer terminal; and/or extensive reading.
Walking: Moving about on foot to accomplish tasks, particularly for long distances or moving from one work site to another.
