General Position Summary: The Finance Director serves as the City's Chief Financial Officer by planning, organizing, maintaining, and directing all activities of the Finance Department to ensure efficiency and compliance with federal, state, and local laws, regulations, policies, and procedures, and Generally Accepted Accounting Procedures (GAAP). Serves as a key member of the city's management team with specific responsibilities for planning, organizing, and managing the daily operations of the City's Finance functions. The Finance Director shall function with a high degree of independence and establish priorities, programs, and acceptable performance levels for his/her department.

Essential Functions:
• Provide support for the City Council, Metropolitan Parks District (MPD) and Transportation Benefit District (TBD) Boards, and Finance Committee by attending meetings, reviewing all items that come before the Council, MPD, and TBD Boards, providing analyses when requested, and following up on important items.
• Serve as the Budget Manager, Treasurer, and Debt Manager for the City, MPD, and TBD by preparing the City's biennial budget, conducting financial forecasts, financial analysis, and comparative analysis and preparing reports on each, overseeing all accounting and finance functions, overseeing the annual audit and maintaining records.
• Provide the community with quarterly and annual Financial Reports and Biennial Budget.
• Manages and supervises the staff that work in the Finance Department.

Knowledge:
• Ability to interpret financial data, present financial facts, and advise the City Manager and City Council about the city’s financial condition. Advocate the benefits of good management practices such as financial planning and oversight, sound financial policies, and compliance and monitoring of internal controls.
• Knowledge of office and financial software programs.
• Must understand the City’s political environment and sensitivities.
• Must have a thorough knowledge of the principles of public administration, including Washington law governing municipal operation.
• Must have an understanding of departmental operating and capital budgets.
• General understanding of the City’s political environment and sensitivities.
• Must ensure that monitoring systems are in place to track compliance with all federal and state laws and regulations and that finance staff have the training necessary to comply with relevant laws and regulations.
