We are nestled at an elevation of 5,200′ feet above sea level amongst the largest stand of ponderosa pine forests in the U.S. Prescott’s perfect weather provides an average temperature of 70 degrees, with four beautiful and distinct seasons, and breathtaking landscapes complete with granite mountains, lakes, streams, and rolling meadows filled with wildlife. Prescott is located half-way between Phoenix and Flagstaff. At a mile high in elevation, Prescott remains about 10 to 15 degrees cooler than Phoenix and 10 to 15 degrees warmer than Flagstaff. It’s the perfect mild, four-season community.

Position Summary:
The Deputy City Manager performs leadership and managerial work involved in planning and directing activities that may include assigned departments, governmental relations, high level special projects, and/or other City initiatives as assigned by the City Manager. Responsibilities include oversight of projects, programs or City initiatives involving a variety of complex and sensitive assessments of City operations and management, briefing elected officials, City Manager, Mayor/City Council, and the Executive Team on complex municipal and community issues; and researching and developing recommendations on Citywide issues, pending legislation and other administrative issues.

This position has leadership responsibilities and is the 2nd in command working in partnership with the City Manager. Provides operational and visionary leadership in the management of major functional areas of the city. Exercises considerable independence in working with executives and managers of other City departments and agencies on problems relating to City activities. This job class is expected to be innovative, proactive, and exercise sound, emotional intelligence, and independent judgment in the disposition of daily activities within general policy guidelines. This position may serve as the City’s designated public lobbyist who sends quarterly reports to the Secretary of State. Work is performed under the general direction of the City Manager and is reviewed through the evaluation of conferences, meetings, reports, and results achieved. This class serves as Acting City Manager in the absence of the City Manager. This class is FLSA exempt.

Essential Duties:
• Serves as a member of the City’s Executive Team.
• Advises the City Manager on operational matters through oral and written reports.
• Communicates with management consultants, other City employees, Department Directors, City management, City Council, the Mayor, and other public officials.
• Plans, organizes, and directs the functions of assigned areas. Develops and implements policies and procedures applicable to administrative functions. Directs the work of management and professional-level personnel. Provides policy guidance to assigned areas. Reviews the general operations of assigned areas to determine their efficiency and provide direction on major projects or problem areas. Serves as a policy advisor to the City Manager’s Office, Mayor and Council, and Department Directors. Oversees the preparation of the strategic plan, and reviews and approves the assigned area budgets.
• Discusses City programs and projects; presents reports, conducts research, and provides information and recommendations. Makes effective oral presentations to all levels of employees, elected officials, City management, government organizations, and the public on government issues and related areas. Reviews and approves City Council communications prepared by areas of responsibility.
• Discusses policies and procedures and presents recommendations to the City Council. Prepares correspondence, reports, agreements, data analysis, policies, and procedures, etc. Communicates policies and procedures, staff expectations, and management perspective to the appropriate parties.
• Assists in managing and directing the development, implementation, and evaluation of plans, policies, systems, and procedures to achieve annual goals, objectives, and work standards.
• Plans, prioritizes, and directs activities related to City administration and operation.
• Plans, organizes, directs, and evaluates the performance of assigned staff; establishes performance requirements and personal development targets; regularly monitors performance; and provides coaching for performance improvement and development.
• Provides effective leadership and works with Department leadership to develop and retain highly competent, customer service-oriented staff through selection, compensation, training, and day-to-day management practices which support the City's mission and values.
• Receives and responds to citizen inquiries and complaints by taking appropriate action.
• Performs other duties as assigned.

Qualifications:
Education and/or Experience:
Graduation from an accredited college or university with a bachelor’s degree in Public Administration, Business Administration, or a related field. A minimum of 3 years of progressively responsible managerial, supervisory, and administrative experience.
Licensing, Certification, and Other Requirements:
MPA preferred and CM designation through ICMA a plus.

Physical Demands And Working Conditions:
• Work is performed in a normal City office environment.
• Safely operates a variety of standard office equipment including a computer, telephone, calculator, copier, and fax machines requiring continuous and repetitive arm, hand, and eye movement.
• Lifts and carries materials weighing up to 30 pounds.
• Work is performed regularly where decisions are made that could lead to major community or organizational consequences if there is a failure to make the appropriate decision at the time.
