The Village has a population of 37,470 and is located in both Cook and DuPage counties. A seven-member legislative body comprised of the Village President and six Trustees each elected to a staggered four-year term governs the Village of Hanover Park. The Village Board is responsible for enacting ordinances, adopting the budget, establishing policies and appointing the Village Manager. The Village Manager is the Chief Administrative Officer and is responsible for day-to-day Village operations and appoints Village Department Heads and the Deputy Village Manager. The Village has approximately 220 full-time equivalent who work in 7 operating departments.

About the Position
The Deputy Village Manager, under the direction of the Village Manager, assists with developing, administering, managing and directing all the operational activities and programs of the Village, and serves as the Public Information Officer. Acts as representative to the public on boards and committees, and when interacting with elected officials of the Village. Provides high level support to the Village Manager, makes recommendations and provides advice to the Village Manager regarding policies and procedures, managers programs as assigned, responds to complex citizen inquiries as needed, and coordinates department actions/ responses. Manages press releases, social media and communications plan. Serves as liaison to the Park District, Liquor Commission, Special Events Committee and coordinates all Village events. Manages the HR Director and IT Director and ensures performance goals of their departments are being met. Oversees labor and employee relations initiatives and participates in negotiating collective bargaining agreements.

Must provide administrative and operational leadership which encourages creativity, teamwork, professional growth, and development. Helps lead the Village to continuously improve in the efficient and effective uses of Village resources.

Position Responsibilities
Key position responsibilities include the following:
• Serves as Acting Village Manager in their absence.
• Serves as Village's Public Information Officer (PIO).
• Responds to complex citizen inquiries and coordinates department actions/responses.
• As a member of the Budget Team, assists in the preparation, coordination, review and presentation of the Village's annual operating budget and Capital Improvement Program; communicates the budget to the public
through various platforms.
• Coordinates outreach to the community through the Village's print publications, articles, brochures, newsletters, the Village website, public access channel, social media, and other platforms.
• Serves as project manager for a variety of special and capital projects.
• Assists with strategic planning and monitors initiatives as set forth in Village’s Strategic Plan.
• Serves as liaison to other governmental agencies and associations and represents the Village at civic functions when assigned.
• Conducts specific and comprehensive studies; researches, analyzes, and prepares recommendations or reports to the Village Manager.
• Attends Village Board and Committee meetings, conferences as needed.
• Provides advice and assistance to department directors and heads of committees on a variety of matters including interpretation of Village policies, resolutions, or ordinances.
• Regularly responds to inquiries and complaints from employees and the public, ensuring proper follow-up.

Duties also include conducting specific and comprehensive studies and analysis of a wide range of municipal programs, policies, organizational structure, procedures and services, assessing lead responsibilities when assigned. Exercises a high level of discretion of good judgement when making decisions and maintains confidentiality when appropriate. Acts as the Village Manager in the Village Manager’s absence.

• A Master’s degree in Public Administration, Public Relations/Affairs, Business Administration, or a related field and ten (10) years of progressively responsible experience in a municipal government administration and public relations; or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job as listed.
• Ability to read, analyze, and interpret financial reports, complex and legal documents. Ability to effectively communicate with a wide range of audiences and in a variety of mediums.
• Ability to prioritize and effectively respond to the most sensitive inquiries or complaints.
• Ability to effectively present information to elected officials, department heads, boards of directors, professional associations, employees, partners, businesses and the general public.

Compensation and Benefits
The salary range for the position is $130,102 to $188,648. Anticipated hiring salary range: $150,000-$175,000. A comprehensive benefits package includes participation in the Illinois Municipal Retirement Fund, a 3% contribution to 457 plan, medical insurance, including health, dental, and life insurance. The Village also offers paid vacation, holidays, and sick leave.
