Program Lead, Solid Waste and Environment

The International City/County Management Association (ICMA) is recruiting a full-time Program Lead, Solid Waste and Environment for the five-year U.S. Agency for International Development Solid Waste Reduction Program (USAID/Dominican Republic SWR). The SWR program will implement activities in coordination with a wide range of stakeholders (national and local governments, private sector, communities, and civil society organizations) to strengthen capacity of municipalities in putting the country’s 2020 Solid Waste Management (SWM) Law into practice to better manage waste and adopt circular economy models. Winrock International is the prime on this project and ICMA is a sub-contractor. ICMA’s contribution to this project is to oversee the development of policies at the national level that then can be implemented at the municipal level. To begin practicing these policies at the local level, ICMA’s approach will be to provide SWM-related training and technical assistance (TA) to the Dominican Federation of Municipalities (FEDOMU) and Dominican Municipal League (La Liga) who will work closely with local stakeholders to implement solid waste system improvements. An additional component to the program is to work with the Institute of Technology (INTEC) to track and report the reductions in climate-changing carbon emissions achieved by the work completed by the SWR Team in the Dajabón and Monte Cristi provinces.

POSITION SUMMARY:

The Program Lead, Solid Waste and Environment will be responsible for the coordination and implementation of the SWR program’s Objective 1: SWM practices are implemented in accordance with the 2020 Solid Waste Management Law at the national and municipal level on the Northern Coast by building capacity and strengthening governance. The tasks under this portion of the SWR program fall within three key areas, including policy development, training and technical assistance, and climate change data tracking and reporting; and will be accomplished through the collaborative efforts of staff from ICMA, FEDOMU, INTEC, La Liga (LMD), Winrock International, national government, local government, technical consultants, and NGOs in cooperation with stakeholders that have an interest in the success of SWR.

The Program Lead, Solid Waste and Environment would report directly to the ICMA Director of Capacity Development and Governance (located in the USA) but would be part of the Winrock SWR Team with offices located in Santo Domingo.

RESPONSIBILITIES:

Administrative Oversight:

Responsible for tracking and ensuring completion of Objective 1 goals, objectives, deliverables and reporting.
Participate in quarterly meetings of a Project Advisory Committee.
Participate in regular meetings with ICMA, team members, consultants and SWR Partners.
Program Implementation:

Will implement Sub-IR 2: SWM best practices are implemented by municipalities:

A consultant will be hired to support some of these activities.

2. Supporting FEDOMU to assist 80 percent of municipalities and 40 percent of municipal districts to complete their PMGIRS by the end of five years, involving stakeholders in the design.

3. Working with FEDOMU and LMD to jointly develop a curriculum for municipal training on SWM best practices, including on-demand, on-line training modules.

Coordinate with the Institute of Technology (INTEC) to ensure that municipal-level SWM climate data is reported and utilized to reduce the DR’s GHG emissions.

Personnel Management:

Maintain close coordination with ICMA’s Senior Policy Advisor and direct oversight of the Objective 1 MEL Specialist.

QUALIFICATIONS:

Holds a science-based college degree equal to a BA or higher.

Experience as a project manager with strong capabilities to create productive teams, meet project objectives, complete deadlines on time and adhere to budgets.

Worked for 5 years or more overseeing teams or having direct personnel management experience.

Experience working on social change programs – especially in waste management and recycling.

Experience as a technical writer with experience in training material development.

A passion for improving the environment and solid waste management.

Strong communicator with an ability to present to large and small audiences.

Experience working with FEDOMU, INTEC or the national government is a plus.

Having a professional network in Dajabón and Monte Cristi provinces is a plus.

Experience working on other USAID projects a plus.

Willingness and interest in learning new skills.

Fluent in both Spanish and English.

Must reside in Santo Domingo, DR.

SALARY AND BENEFITS:

Full benefits package with an annual salary ranging from $35,000 - $44,000 commensurate with qualifications and experience.
