City Administrator

Under general supervision of the City Administrator, the Human Resources Director will plan, lead, direct, develop, and coordinate the policies, activities, and staff of the Human Resources Department, ensuring legal compliance and implementation of the City of winder's mission and talent strategy. The position is responsible for enforcing and evaluating legally compliant human resources policies, procedures, and best practices. Provides highly complex administrative support to the City Administrator in support of City Council goals and objectives, as assigned, regarding personnel matters. This position requires knowledge of proper Human Resources processes with a high level of confidentiality and problem-solving skills, and the ability to provide accurate, timely, and courteous employee service under stressful and adverse circumstances. This position reports to the City Administrator.

Essential Duties and Job Functions:

Administrative/Financial

Follows and promotes policy & procedures of the City of Winder.
Informs and advises the City Administrator on all department issues affecting the City; provides advice, support, and information to other department heads.
Develop and monitor the department's budget and is responsible for purchases.
Approves purchasing requests and ensures all documents are submitted to the finance department according to timelines established.
Reviews invoices and supporting documentation for proper authorization and conformance to requirements.
Reviews and/or prepares clear and comprehensive financial, administrative, and analytical reports.
Reviews and approves expenditures, as well as monitors monthly departmental cost accounting, revenue, and expenditure reports.
Develop and implement of short- and long-terms plans and specifications for projects.
Develops strategic priorities, goals, and objectives; established criteria to determine efficiency and effectiveness if the human resources department.
Provides monthly reports to the City Administrator and other reports and required.
Attends City Council committee meetings, and other meetings as required to present and explain issues pertaining to employee benefits, and departmental requirements/policies and procedures.
Attends management meetings and other meetings as requested by the City Administrator.
Supervisory/Management of Employees

Performs a wide variety of administrative tasks, including but not limited to hiring, training, motivating, and evaluating assigned personnel; working with employees to correct deficiencies; and conducts/enforces disciplinary and termination procedures.
Provides leadership to employees; schedules and directs work of technical, clerical, skilled and semi-skilled workers; trains new employees as needed; resolves work quality of personnel conflicts withing the department.
Manages and provide direction to the Human Resources Generalist.
Oversees the Wellness and Benefit Programs.
Ensures that employees assigned are following city policy.
Recruits, interviews, hires, and trains new staff in the department.
Provides constructive and timely performance evaluations.
Handles discipline and termination of employees in accordance with City policy.
Oversees the implementation of training and safety programs for assigned employees.
Manages the keeping of accurate records of work accomplished, including hours, materials, and equipment used.
Manages the department's open records requests.
Reviews incident reports for completeness and accuracy.
Responsible for maintaining time entry, approves overtime and leave requests for subordinates within designated timeframes for payroll.
Manages, monitors, and evaluates the efficiency and effectiveness of service delivery methods and procedures, and reviews and recommends appropriate service and staffing levels.
Performs the investigation and processing of grievances and appeals filed in accordance with applicable policies; establishes, administers, and maintains reporting procedures to management for said purposes.
Ensures that department property is inspected and needed repairs are identified.
Approves department's travel/training requests.
Operations

Handles confidential files and materials.
Maintains and distributes the City of Winder's personnel policy manual.
Maintains the City of Winder's drug & alcohol policy in accordance with City of Winder's policy and the DOT testing guidelines.
Maintains employee personnel files (both electronic and paper).
Manages the filing of worker's compensation documentations.
Manages responses to unemployment claims and represent the city at unemployment hearings.
Prepare and submit annual reports as required for State compliance.
Update the City of Winder's personnel policy manual.
Manages the employee I-9 compliance.
Prepare and submit recruitment and job announcements.
Directs and oversees the City's wellness program.
Directs and oversees employee drug and alcohol testing programs.
Provide directions to benefit brokers/providers to manage employee benefits.
Develop, oversee, and review employee certifications, training records, and evaluations.
Manages benefits and salary information.
Develop personnel actions and update benefit changes.
Develop, oversee, and review new employee orientation.
Directs and performs termination, separation, and retirement process and conducts exit interviews.
Direct, oversee, and review open enrollment activities for employee benefits.
Manages the benefit plan providers to resolve coverage and claims issues on behalf of employee; assists employees with and coordinates benefit requests for COBRA and Family Medical Leave, short-term and long-term disability, retirement, life insurance; coordinates open enrollment activities and communicates with benefit plan providers regarding open enrollment.
Develop position classifications.
Provide employees and Department Heads with Human Resource's forms.
Provide the applicants with testing qualifications and requirements.
Provide the finance department with benefit billing reconciliation.
Provide employees with FMLA and other State and Federal programs.
Develop, oversee, and review compensation studies.
Update personnel policies and related forms.
Perform screening of employment applicants.
Develop, oversee, and review Citywide safety programs and OSHA coordination.
Serves as liaison to assist employees with filing for retirement benefits.
Serves as a member of the VSARC Committee.
Monitors and processes employee's leave balance.
Performs general clerical functions to include the preparation of memos, letters, and correspondence relating to a variety of human resource topics.
Performs other related duties as assigned.
Licenses and Certifications Required:

Notary Public Certification from the State of Georgia.
Valid Driver’s License.
Obtain membership and reaming in good standings with a recognized Human Resources organization such as Society for Human Resources Management (SHRM) and Georgia Local Government Personnel Association (GLGPA).
Professional in Human Resources (PHR) certification and/or Society for Human Resources certification (SHRM-CP) highly preferred.
Qualifications:

Bachelor’s degree from an accredited college/university required in Human Resources, Business Administration, or related field required; Master's Degree is highly preferred.
At least ten years if broad and extensive experience in personnel administration including three years of human resources management experience and administrative responsibility within various areas of the personnel field. Municipal experience is highly desirable.
Never been convicted of a felony.
A citizen of the United States or has obtained legal work status.
Work evenings, weekends and/or holidays as required.
Must be able to pass a credit check.
