County Manager

POSITION SUMMARY
This position is appointed by and reports to the Board of County Commissioners. The County Manager is responsible for the administration and operational services of County government. The County Manager ensures that all departmental activities are in compliance with Bernalillo County goals and objectives, state and federal laws, and county policies and procedures.

DUTIES AND RESPONSIBILITIES
1. Conduct the business of the County under the policies adopted by the County Commission.
2. Make recommendations to the County Commission on policy as to the management and operation of the County.
3. Responsible for the proper management of fiscal and budgetary matters, real property and facilities, roads and streets and County operations which are assigned to the County Commissioners by the state
constitution, state statutes and county ordinances.
4. Attend all meetings of the Board of County Commissioners.
5. Develop, evaluate and implement the County's strategic planning, goals and objectives; develop systems and standards for program evaluation, and assure the County's activities are in compliance with all laws,
policies, and regulations.
6. Monitor organization and operations; review and evaluate work methods and procedures; develop and makes recommendations for improving the County's operations and processes.
7. Provide leadership and direction to County staff; prioritize and assign tasks and projects.
8. Lead the development and preparation of proposed County budgets for delivery to the County Commission and oversee the monitoring and administration of that budget to assure the financial well-being of the
County.
9. Meet regularly with deputy county managers and department directors to provide direction and guidance; analyze and evaluate issues and proposals, develop recommendations and direct the implementation of
solutions.
10. Provide staff assistance to the County Commission; prepare and present staff reports and correspondence; provide support to assigned boards and commissions.
11. Establish appropriate service and staffing levels within County policy; analyze workload trends and determine staffing adjustments and personnel assignments; analyze reports, compile information and recommend
appropriate actions to the County Commission.
12. Direct the preparation of special and recurring reports and analytical studies on a wide variety of administrative and budgetary issues.
13. Work directly with other County elected officials (i.e. Treasurer, Clerk, Sheriff, Assessor, Probate Judge, etc.) to assist them with the implementation of their statutory duties.
14. Develop effective working relationships with the State Legislature, elected officials, and local business and community leaders.
15. Ensure the development, communication, implementation and training of Bernalillo County's Emergency Operations Plan (EOP). Authorizes the execution of the EOP, directing and ensuring adequate resources are
provided to best protect residents, employees and property of the County's jurisdiction.
16. Establish and maintain an effective system of communication throughout the organization and with the public.
17. Responsible for the appointment, discipline or removal of deputy county managers and department directors subject to existing ordinances, rules, and regulations.

Minimum Qualifications
1. Master's degree in Business Administration, Public Administration, Psychology, Counselling, Social Work, Health Administration, and/or related degree plus twelve (12) years of directly related work experience as it
pertains to the purpose of this position to include five (5) years' experience as a city or county manager, or comparable managerial experience. Any equivalent combination of related education and/or experience may
be considered for the above requirements.
