DESCRIPTION:
The Village of Plainfield is looking to hire a full-time Management Analyst. This position is
responsible for providing administrative and management support to senior
management including special projects requiring a high level of analytical and
interpersonal skills. Under general direction performs work of moderate difficulty in
administrative, technical and fiscal transactions for the Department and Village.
Analyzes and interprets complex or ambiguous data, and uses independent judgment to
develop recommendations, providing detailed program and data analysis. Manages and
performs various project coordination as required. Work requires considerable
independent judgment. This position requires a high degree of confidentiality, attention
to detail and initiative.
ESSENTIAL FUNCTIONS:
• Performs both assigned and independent work, skilled administrative and
operational duties which include preparation and/or assistance on a variety of
operating reports, feasibility studies, complex research projects, and program
development.
• Researches various Village policies and procedures, drafts proposed modifications
and develops recommendations. Coordinates projects related to the Village
Administrator’s Office and other Village departments as assigned, requires frequent
interaction with other Village Departments.
• Performs administrative support functions, conducts research and detailed program
analysis, researches best practices and industry trends in order to identify process
improvements
• Assists with public relation efforts including newsletter, content development, and
community surveys.
• Develops and assembles statistics and reference materials, verifies, compiles,
tabulates, and inputs data as directed for projects and special assignments. Produces
management reports as requested.
• Investigates citizen, customer, staff and Board concerns, research issues involved,
consults pertinent internal departments, analyzes, and shares findings, coordinates
and facilitates action taken by departments when necessary. Directly communicates
with the public for identification of service needs and addresses concern with
appropriate written, verbal or in-person follow-up on behalf of the Village.
• Assists with Special Event Coordination and other special projects.
• Assist in the annual budget process and capital improvement process including
preparation, analysis, submissions, and revision process.
• Research, develop and write grant applications, and related funding proposals.
• Assist with preparing Village grant submittals.
• Represents the Village at various civic, community and staff meetings when
requested; prepares materials for such meetings. May make formal presentations as
requested. May organize and lead internal staff committee meetings as required.
• Possesses excellent customer service, public speaking including written and presentation
skills. Provides outstanding customer service in all interactions with both internal and
external customers.
QUALIFICATION REQUIREMENTS:
Education and Experience:
• Minimum of a Bachelor’s degree, in Public Administration, Business Administration or related
field
• At least two years of closely related, responsible government administrative experience
• Any combination of education and/or experience that has provided the knowledge, skills, and
abilities necessary for satisfactory job performance
• Master’s degree Preferred
Skills, Knowledge, and Abilities:
• Comprehensive knowledge of the principles and practices of public administration and local
government structure and services
• Knowledge of methods and techniques of statistical and fiscal analysis and report creation.
• Principles and practices of budgeting and expenditure control.
• Good knowledge of current practices of office management including office systems,
practices, procedures, and equipment.
• Good knowledge of technology and equipment used in offices including hardware and
software.
• Knowledge of methods and techniques of project management.
• Knowledge of digital communications and ability to engage an audience through social media
posts and interactions.
• Social media skills to include knowledge of various platform and ability to effectively
communicate and optimize content.
• Skills in various software applications including Microsoft Office Suite and ability to learn new
software.
• Ability to create analytical, statistical, and narrative reports and spreadsheets.
• Ability to handle multiple projects simultaneously and using good judgement in applying and
following established procedures and in meeting deadlines.
• Strong verbal, written, interpersonal and communication skills are essential.
• Considerable skill in maintaining financial reports and in preparing completed financial
statements.
• Ability to establish and maintain effective working relationships with elected and appointed
officials, department heads and staff, outside agencies and the public.
SALARY/BENEFITS:
Starting annual rate for this full-time non-exempt position is $60,000 - $72,000 depending on
qualifications, with a full range of benefits offered.
