OJD is Oregon’s unified, statewide court system and includes 27 judicial districts in 36 counties, as well as the tax court, appellate courts, and the administrative offices located in Salem, Oregon. As Director of Oregon Judicial Department’s Human Resource Services Division

You will provide organizational leadership within the broad category of human resource management. You will serve as a strategic partner on the state court administrator’s management team and lead the Human Resource Services Division as a part of a larger, data-driven organization. Your days will differ, one from the next, due to the wide range of issues presented and the opportunities for management and staff development. You will be a facilitator of conflict resolution and a leader in building positive leadership teams.

Your expertise managing projects & staff, understanding of employment laws and policies, guiding other managers and administrators, and ensuring OJD’s employees to receive the training and support they need to successfully serve some of Oregon’s most vulnerable populations, is essential. Oregon courts regularly oversee a wide range of case types, including complex civil matters, emotionally-charged family law cases, and challenging criminal trials. Court staff must have the resources and sophistication needed to expertly navigate these cases while providing a supportive environment for all court customers. As HR Director, you have a significant role ensuring that court managers, supervisors, and staff are trained and prepared for these challenges. You will also be responsible to monitor all activities in the Workday and payroll systems so that everyone in the organization is paid accurately and timely.

In addition to administering OJD’s rules and policies, you will also support a positive, healthy, and innovative work environment. You will need to be able to research, write, and communicate effectively on the topics within your areas of responsibility to staff, peers, and judges. Some of these topics include department policies and rules, labor contracts, local practices in the courts, training and performance management, payroll, and benefits.

Your Direct Reports

As the director, you will be expected to lead a division of 6 human resource managers, 8 analysts, 1 operations manager, 2 payroll staff, and 1 management assistant, while also providing support for administrators statewide. Your communication skills, emotional intelligence, mentorship, and encouragement of professional growth among your division’s staff will shine in our small office. They will also help you lead by example within a branch of government that has seen a significant amount of change in the past 10 years and strives to continuously improve through training, new programs, and updated practices to better serve the public and ensure justice through procedural fairness.

Who We Need

We want our human resource services director to be a creative thinker with strong project management, data analysis, and organizational skills. We need a leader who is an effective communicator with a collaborative style. Building relationships and buy-in are critical in our organization.

The director will need to be a trusted advisor to the state court administrator, leadership team (division directors, trial court administrators, judges) and to all OJD staff. The director must also be a trusted collaborator among peer groups across other branches of state government.

The new director should demonstrate an ability to inspire staff, encourage and support professional development, and maintain a high level of service.

The director must have excellent verbal and written communication skills, as well as analytical abilities to effectively guide our statewide organization. We need someone who can read and interpret proposed legislation for potential impact and determine the best way to implement new or revised employment laws, rules, or policies. The HR Director also manages the division’s budget.

Most importantly, the director will play a critical role maintaining and increasing the trust and confidence in the judicial branch of government.

Minimum Qualifications

The qualified applicant must have a bachelor’s degree in human resource management, business, or public administration, or a closely related field.

AND

Must have six (6) years of increasingly responsible, management-level experience that demonstrates expertise in human resources management, inspirational leadership, and strategic organizational engagement.

OR

Must have any combination of education and experience equivalent to nine (9) years of experience that typically supports the knowledge, skills, and abilities for the position.

Requested Skills and Attributes

Possession of basic- or senior-level human resources certification, (Either Society for Human Resource Management Certified Professional or Senior Certified Professional (SHRM-CP/SHRM-SCP), or HRCI Professional or Senior Professional in Human Resources (PHR/SPHR) are acceptable.)

Knowledge of employment laws.

Demonstrated commitment and measurable results in equity, diversity, and inclusion initiatives.

Experience with designing, delivering and/or providing training and facilitation to adult learners, organizational leaders, and/or appointed or elected officials.

Experience implementing new or revised employment laws, rules, and policies.

Experience establishing and maintaining trust among professional staff, employees, and industry peers.

Experience establishing and maintaining professional and productive relationships with employees, colleagues, and community partners.

Experience leading and advising about HR functions across agencies, multiple divisions, or work sections.

Skill analyzing and using data to guide decision-making.

Skill managing multiple projects with wide ranging impacts.

Skill presenting information and developing data visualizations to make compelling arguments for system improvements.

Skill professionally and strategically developing staff and other employees.

Skill implementing strategic planning initiatives with successful outcomes.

Skill organizing workload for direct reports that may have far-reaching consequences.

Skill issue-spotting when reading proposed legislation, revised employment laws, new employment laws, or other research when determining organization-wide impact.

WORKING CONDITIONS

This is a full-time position, and the work schedule is typically 8:00 a.m. to 5:00 p.m., Monday through Friday, located in Salem, Oregon. This is an FLSA-exempt position and not eligible for overtime compensation.

This is an onsite position.

Frequent after-hours and holiday work required. Responsibilities involve issues which may require attention to critical matters on nights and weekends.

Regular in-state and overnight travel is required.

Travel in inclement weather may be required.

You must have a valid driver's license and an acceptable driving record or be able to provide an acceptable alternative means of transportation.

Daily management of time-sensitive workload and projects with conflicting requirements, priorities, and deadlines.

Criminal Background Check
You will be subject to a criminal background check if you are a finalist. Adverse results are evaluated on a case-by-case basis and may result in disqualification if the circumstances are directly related to the duties and responsibilities of the position.
