POSITION PURPOSE Responsible for directing Information Technology (IT) Department operations that include developing annual and multi-year work plans and strategies, ensures resources are available to achieve work plans, resolves complex business issues, and establishes management practices and process that ensure the accomplishment of performance standards. Above all else, the purpose for this position is to provide guidance to the department and ensure a high level of customer service to the departments’ internal and external clients in a manner consistent with the organization’s values and mission statement.

ESSENTIAL DUTIES
1. Develops annual and multi-year work plans and strategies to meet business needs. Develops and directs the implementation of goals, objectives, policies, standard operating procedures (SOP), and work standards to ensure success.
2. Communicates business and work area plans and goals to managers and/or supervisors to secure buy-in. Reviews, approves, and implements recommended changes to plans and leads the development of process and/or operational improvements.
3. Provides technical expertise to internal RFTA customers, external public and private partners, and IT staff by identifying technology solutions to meet business needs and by leading the design, development, and/or maintenance of supported technologies.
4. Represents the department in meetings with vendors, intra-departmental staff, executives, elected/appointed officials, and other clients to plan and develop technology solutions and to resolve escalated issues. Works with subordinates to develop project plans for large scales technology projects that impact multiple disciplines.
5. Serves as the IT representative with a variety of inter-departmental, public, business, and community organizations. Fosters collaborative relationships to the benefit of the organization.
6. Resolves sensitive, controversial issues by making decisions that are inclusive of multiple perspectives. Resolves escalated technology complaints including long-term resolutions in problem areas.
7. Develops and implements technology strategy, architecture, service delivery standards and procedures for the enterprise. Oversees IT Managers’ daily operations work plans to ensure standards and procedures are being followed consistently by staff in all divisions of the department.
8. Establishes metrics, key performance indicators, and service level agreements for driving the performance of IT service delivery. Reviews and approves performance metrics established by supervisors/managers. Assists staff in the achievement of performance standards while identifying opportunities for continual improvement.
9. Selects, trains, develops, and evaluates direct report (i.e., IT Managers) staff. Makes decisions on hiring, terminations, promotions, and disciplinary actions as required.
10. Develops goals, documents performance, provides performance feedback and formally evaluates the work of the employee; provides reward and recognition for proper and efficient performance of direct reports (i.e., IT Manager(s)). Assists direct reports to achieve performance standards and identifies opportunities for continual improvement to performance standards.
11. Works with IT Managers to develops goals, document performance, provide performance feedback and formally evaluate the work of the employee; provides reward and recognition for proper and efficient performance. 12. Develops and monitors the budget and oversees financial well-being by analyzing cost effectiveness. Directs cost control activities.
13. Prioritizes and allocates resources to achieve strategies. Utilizes resources to develop or expand services and/or operation. Ensures resources are utilized appropriately and do not exceed the established budget without approval.
14. Cultivate a culture of teamwork within the department and collaboration with inter-departmental customers and external stakeholders.

KNOWLEDGE, SKILLS
AND ABILITIES
Solid knowledge of Cybersecurity, Microsoft networking, Cisco routers, VoIP phone systems, HTML. Cisco Call Manager, Databases, Wireless Networking, LANS, WANS, best practices in systems, database and network maintenance and management, Microsoft Office, SQL, budgeting and procurement.
Demonstrates a willingness to learn new technologies and transition job duties accordingly to support technological advances and innovation.
Demonstrates ability to communicate effectively and appropriately to all levels of the organization and with external customers. Ability to effectively communicate complex technical concepts appropriate to the audience.
Expert knowledge of business process development and LEAN Process Improvement (or similar process improvement methods).
Expert knowledge and training in conflict resolution (i.e., “Verbal Judo” etc).
Expert knowledge and ability to manage complex, multi-year projects and work plans.
Ability and willingness to delegate lower-level tasks to appropriate staff.
Ability to direct the goals and objectives of staff of technical professionals in a government business environment.
Ability to provide others with clear direction, motivate, and empower.
Ability to recruit staff of a high caliber and provides staff with development opportunities and coaching.

QUALIFICATIONS
Education
Bachelor’s Degree in Computer Science, Information Technology or related field (Combination of experience and coursework in Information Technology and management may be substituted for Bachelor’s Degree).
Experience
Five (5) years of experience in a technology-oriented field and no less than (10) years in management is required.

ON-THE-JOB TRAINING
This is a self-driven position. OJT includes orientation to policies, procedures and an overview of the layout of IT systems and staff. OJT should take no longer than 30 days.
EQUIPMENT UTILIZED
Basic office equipment and supplies such as computer, monitor, keyboard, printers etc.
SOFTWARE UTILIZED
Microsoft Office, VPN, Caselle Financial & Personnel Software, dashboard & reporting software, Trapeze Software, Adobe Suite CS6, Clever Devices Software are some of the software types utilized.
SCOPE OF AUTHORITY
Directs one or more work groups within a department, by supervising managers. Singly responsible for the quality of work of the department. Singly responsible for ensuring a results-driven, customer-focused product.
No written procedures exist for this position. Follows established practices, precedents or internal procedures/guidelines.
FINANCIAL AUTHORITY
This position is responsible for a departmental budget of approximately $2,500,000.

COMMUNICATION
Internal
Daily contact with personnel from all departments by telephone, email and in person to provide information, answer questions and give advice. Keep daily contact with computer users by telephone, email, chat and in person to answer questions, solve problems, and fix hardware and software.
Facilitates monthly system-owners meetings as well as monthly departmental meetings and weekly staff meetings with IT Managers. Meets with internal customers as needed depending on the situation.
External
Keep weekly contact with vendors by telephone and email to answer questions and obtain bids. Monthly contact with external customers by telephone, email and in person to evaluate their needs and assist with scheduling.
SUPERVISORY
RESPONSIBILITY
This position directly supervises two (2) full-time IT Managers.
Incumbent has final responsibility for assigning and scheduling work, training, performance appraisal, promotions/transfers, salary recommendations, interviewing and hiring, disciplinary discussions, and provides input on terminations of IT Managers. Incumbent provides guidance and expectations to IT Managers on personnel performance, hiring, and disciplinary matters.
