Issaquah has several challenging environmental policies, including an 80% reduction in carbon dioxide emissions by 2050.  The city has operated a sustainable building program since the early 2000s, including free techincal education, permit expediting for green-certified projects, code flexibility, LEED certification of new construction, and participation in a green demonstration house.  But while the program has reduced carbon by about 15%-20%, it's not good enough.
