This article states that a city manager--in his or her first year--can lead the voters, council, and city employees in the same direction if the manager can stay focused and provide a broad-vbased and inclusive process. Provides 10 steps: the change "process", bringing others along with you, conceptual understanding, citizen involvement, intrajurisdictional collaborations, vision, economic considerations, multiple municipal "businesses," strategic thinking, and bringing it together.
