The roles and responsibilities of managers and elected officials differ. Fundamentally, the council sets policies and the manager implements those policies with interaction with staff flowing through the manager. Hopefully a two-way street of trust and respect exists between the manager and the governing body. But how do managers deal with ethical dilemmas when the offending party involves a council member or the mayor? This article presents two real-world examples that tested the ethical standard that managers should resist encroachment on their professional duties.
