In the City of Westminster, residents use over 200 plastic or paper grocery bags per person each year, and these bags often clog storm drains and are found on city streets. To solve this problem the city staff and the volunteer resident Environmental Advisory Board created the Reusable Bag Program, a campaign that sold reusable grocery bags at city offices and at local retail stores.
