This article covers information based on the Census of Government 2002 survey results in relation to the five-year span 1997 to 2002. Discusses the changes in the number of counties, towns, municipalities, school districts, special districts, and other governing units throughout the United States. Shows the challenges that these changes place on public managers with regard to managing overlapping governing bodies and everchanging jurisdictions.
