The City of Tyler’s daytime population is double that of its resident population and the City has to deal with many issues associated with growth – water supply, jobs, neighborhood preservation, landfills, traffic, and downtown revitalization. To plan for the future and address growth related problems, the City created the Tyler 21 plan, a resident driven initiative that used a website, community surveys, focus groups, neighborhood meetings, and a community visioning retreat.
