In 2002 the City of Tarpon Springs began using public opinion polling to help create its budget. Political Scientists from the University of South Florida conducted these polls which asked residents about their views on user fees, property taxes, and whether to increase fees and taxes or to cut services; residents also express their views during three public hearing sessions.
