The citizen engagement proposal is based upon a survey of 40 cities, with interviews of 12, about their citizen engagement policies, principles, practices and programs. It also draws upon the work of the International Association for Public Participation. The appendices contain links to noteworthy practices in several cities and a draft ordinance containing policy and principles for engagement.
