This document sets forth the US Environmental Protection Agency’s (EPA) strategy for ensuring that institutional controls (ICs) are successfully implemented at Superfund sites that have reached the construction complete stage of cleanup. The strategy calls for EPA to evaluate approximately 900 Superfund sites at the construction complete stage and determine whether the ICs are appropriate and effective. In cases where the ICs are found be inappropriate or ineffective, the strategy requires corrective measures to ensure the protection of human health and environment.
