The state of New York created a commission looking into efficiency and competitiveness of local government, and one of their reports was on the nature of shared services within the state, and questioned the lack of a clear central list of the successes of those endeavors.  As it explains, there are a variety of more efficient services which lend themselves to being shared, while some services have major challenges to being shared between local governments.
