The City Council of San Jose spearheaded an initiative to review the City’s competition policies. Staff worked with various stakeholders that included business, labor, and nonprofit interests, to develop a decision-making framework to evaluate and select from a variety of service delivery models. The framework includes a 7-step process that starts by evaluating existing service delivery and concludes by monitoring existing service to delivery to ensure quality and cost competitiveness.
