The City of Rock Hill has taken a bold position to be accountable for results regarding its key performance and financial indicators, and to be transparent with those results through innovative and effective reporting.  Rock Hill citizens and stakeholders look to the City Council and professional staff to work on their behalf and provide oversight on matters that significantly impact their quality of life.  The City of Rock Hill fulfills this role most effectively when its activities are open and transparent.

Over the past two years, the City of Rock Hill has implemented a strategic planning and performance accountability system that focuses on transparency and accountability both internally and to the public as a whole.  This system’s three main components, Strategic Plan, Performance Dashboard and Financial Dashboard, all work together to ensure informed participation of citizens and stakeholders and foster public confidence in City policy and operations.  Through the transformation to transparency and accountability in the creation and implementation of strategic goals, the City of Rock Hill has taken what was once just a line item description to a system of both performance and financial accountability.  Furthermore, the costs of creating this system were reasonable and limited as City staff completed a large portion of the work in house. 

While there are risks for both the City of Rock Hill and other local governments to provide access to the public for this level of information, the City feels the detailed information below will demonstrate that this innovative tool has significant benefits and serves as a best practice for other local governments.
