This article reviews the accountability and transparency provisions of the American Recovery and Reinvestment Act (ARRA) and how local governments can comply with the Act’s provisions when securing stimulus funds. Explains many of the ARRA’s accountability provisions such as when to use ARRA funds, complying with the National Environmental Policy Act, the Buy American Provision, federal wage provisions, and how the federal government will oversee their provisions.
