This research report presents findings from the Michigan Public Policy Survey, an ongoing survey research program targeted at the chief elected official and chief appointed official in every unit of general purpose local government in Michigan. This report focuses on local government employee unions, including which jurisdictions have such unions, and local government leaders' assessments of the unions impact on government fiscal health and operations. The report also examines local leaders' views of the relationship between the local administration and the employee unions.
