This 2003 report from the GAO examines the effects of Department of Defense policies from 1998-2002 that put a greater emphasis on public-private parnterships, specifically in the area of depot maintenance. In their conclusion, the authors argue that the long-term benefits of these partnerships are uncertain, citing a lack of DoD-established metrics to evaluate long-term effects and tepid interest from the private sector when it comes to providing capital. The GAO examined 90 of the 93 partnerships and the report contains relelvant information about each one in their appendix.
