This guide from the California Debt and Investment Advisory Commission seeks to establish a criteria for states and municipalities when it comes to selecting the right private entity to enter into a public/private partnership with (referred throughout this document as "P3"). Finding the "right" private partner is listed by the authors as one of six critical components of any successful P3 (political leadership, public sector involvement, comprehensive plan, dedicated income stream and stakeholder communication are the others). They provide advice on researching a particular company's experience, qualifications, financial capability, references and other aspects of their competence. The document is relatively short and the advice on each component is not comprehensive, but it is a useful read for local governments looking to start from square one when selecting a private company to enter into a partnership with.
