Since 2009, when the City of Portland and Multnomah County adopted its most recent Climate Action Plan, more than 1,000 homes have been weatherized through Clean Energy Works Oregon and more than 1,400 homes and businesses have installed solar panels. Over the last 20 years, Portland has emerged as a vibrant, attractive, trend-setting city, pairing a thriving urban lifestyle with the return of nature to the city. The same sensibility that makes Portland livable—trees, greenways, walkable neighborhoods, streetcars, and solar—has helped reduce carbon emissions 26 percent per person since 1990. In 2010, total carbon emissions fell to six percent below 1990 levels, even with rapid population growth.
