Management from Polk County faced three challenges: developing a high performing, customer driven workforce, having a workforce that commits to excellence, and creating an organizational culture that values and encourages quality performance. To accomplish these goals the County created the Organizational and Employee Development Division that implemented an Employee Development Program, a New Employee Orientation system, an Emerging Leaders Program, a Succession Planning Program, and other programs to improve the organization.
