The survey was mailed in January 2004 to 3,247 municipalities with populations of 10,000 or more (Table 3/1). A total of 1,559 jurisdictions completed the survey for an overall response rate of 48%. Highlights of the survey results include:
- The average entrance salaries are $36,347 for police and $33,880 for fire personnel.
- The average numbers of uniformed personnel are 108 for police and 87 for fire departments.
- The mean per capita total departmental expenditures are $204.36 for police and $127.05 for fire departments.
