This proposal details why Palo Alto’s City Council should make civic engagement a priority, and cites effective participation, diversity, recruiting and retaining talent; and building perspective and trust as evidence. The proposal also details the following civic engagement strategies: a citizens’ academy, a leadership program, and a social and civic capital study.
