This document presents testimony of Jennifer Klein of the Ohio Environmental Protection Agency (OEPA) in support of the Uniform Environmental Covenants Act (UECA). Ms. Klein delivered this testimony before the Civil and Commercial Law Committee of the Ohio House of Representatives. The testimony summarizes UECA and discusses how the model act would strengthen OEPA cleanup programs that rely on institutional controls.
