The mayor and city manager of Fresno, California teamed up with The Pacific Institute from Seattle, Washington to transform the City of Fresno's culture and ensure that it will become an elite U.S. city. The resulting "New Normal" plan is presented as a pyramid chart, containing the mission, vision, key objectives, values, and key results areas for the City government.
