This article describes how networking is a function of government, how it differs from intergovernmental approaches, and what situations can benefit from a networked approach. Numerous disasters in recent years have occurred as a result of network failures. Examples of these are given, with insights into how municipal officials can better employ networking techniques throughout their organizations.
