Residents of the Cross Keys neighborhood had lacked water lines for 30 years, using carbon filters and bottled water instead. A buildup of toxic chemicals in the area attracted the concern of the city managers.
In conjunction with several municipalities water lines were extended into the neighborhood, servicing 111 properties. This was achieved through careful cooperation of the local governments and the engagement with the stakeholders that the city managers were able to create.
