This is a survey and commentary on the gathered opinions of 4 counties in New York state, all located on Long Island, and it looks into the widespread dissatisfaction towards high taxes from citizens in the area.  After looking into where costs are highest and also necessary, including areas such as schools, fire and police departments, and others, the report discusses how the citizenry was interested in seeking to implement shared services programs to cut tax costs signficantly, while still retaining those services.
