In 2009 St. Lucie County, FL, was facing one of the highest unemployment rates in the country and a failing housing market. The county developed a comprehensive stimulus program to help put residents back to work and boost the local economy. Their plan consisted of many small “shovel ready” projects and local preference ordinances. In the end the stimulus plan helped create just over 500 jobs and provided work projects to a number of local businesses
